Regulation studies of energy markets

Gaia has participated in a number of studies that have analysed and developed regulation policy on electricity and other energy markets.

For example in 2005, Gaia Group Oy participated in Nordic Nemesys project financed by Nordenergi, in which the potential for a pan-Nordic regulation of electricity distribution was analysed. Gaia's responsibility in this multitask project was to analyse the current regulation systems in four Nordic countries, to collect stakeholder opinions on well functioning regulation system, and to analyse methodologies for asset valuation and assessment of capital costs. The aim was to identify critical success factors of the harmonisation of the electricity distribution regulation. In another project, Gaia analysed the need for more detailed regulation for electricity distribution tariffs for electricity producers in Finland. Argumentation for both energy producer and utilities was recorded and occasionally confusing pricing schemes were identified. In addition to electricity markets, Gaia has studied the need for regulation and analysed potential approaches for regulating the district heating market in Finland.
