Tekes technology programme evaluations
Gaia has completed ex-ante, mid-term, and ex-post evaluations for over twenty Tekes (The Finnish Funding Agency for Technology and Innovation) national research and technology development programmes. (2000 – on-going)
The evaluations have covered different methodological approaches and several industrial and technological sectors. The evaluations have been carried out to emphasize on one hand the analysis of the effectiveness of the Tekes R&D programmes and on the other hand the development of the Tekes programme concept as an innovation policy instrument.
An example of recent evaluations is:
Ex post evaluation of Masina 2002-2007 Technology Programme for Mechanical Engineering. 2007-2008.
A central question in the evaluation was to determine the role of the technology programme in development of mechanical industry. The programme, which included extensive list of technology themes, and its ability to create added value to the cluster was evaluated through a technology cycle framework projecting the cluster’s stage of development and maturity. Perspectives on how to utilise open innovation procedures in the cluster as well as recommendations on international innovations cooperation and Tekes’ focus areas were presented based on the evaluation results.
